Did you already try the troubleshooting in this article? iPhone 4 and iPod touch (4th generation): Using FaceTime
What information do I need to call someone using FaceTime?
To call someone using FaceTime, you need their phone number or email address. Which one you use is determined by the device you are calling:
- When calling an iPhone 4: Use the phone number of the person you are calling.
- When calling an iPad 2, iPod touch, or FaceTime for Mac user: Use the email address designated for FaceTime of the person you are calling.
On iPad 2, iPod touch, and FaceTime for Mac, you need to add a person as a contact using the FaceTime or Contacts app before you can call them.
How do I make a FaceTime call?
You can make a FaceTime call in multiple ways, depending on your device:iPhone 4: You can place a FaceTime call using the following apps:
- Phone: While on a phone call, you can tap the FaceTime icon to invite the other party to a FaceTime call.
- Contacts: Tap the FaceTime icon to place a FaceTime call to the contact you are viewing.
iPad 2, iPod touch (4th generation), and FaceTime for Mac: You can place a FaceTime call using the following apps:
- FaceTime: Place a FaceTime call using your contacts list.
- Contacts: Tap the FaceTime icon to place a FaceTime call to the contact you are viewing.
Note: There is no FaceTime app on iPhone 4. Use the Phone app instead.
Yes! That's why I have no problem making Facetime calls from my iPad 2 to my iPhone 4. But when I try to call in the converse direction, from my iphone to my ipad, it seems never reach the iPad (it doesn't ring).
I have the same issue. When I facetime to the email address from my iPhone 4S, the iPad 2 sometimes rings half a ring, but the phone always says the person is busy at this time.
When I facetime from the iPad to the phone number the iPhone can answer and connect.
Hi! I was having the same problem. Every time I would try to FT from my 4S to my ipad2 it would ring and then disconnect and say it was busy. What I ended up doing was adding another email address in the FaceTime settings on my iPad. I then tried FaceTime from my iPhone to my iPad using the new email address that I added and it worked with no problems. I hope this helps, take care!
Are you trying to call an email address that is associated with FaceTime on your iPhone? Check your FaceTime settings on your iPhone. Try adding a different email address on your iPad and call that one.
Hi!
I do associate my iPhone 4 and iPad 2 with different email addresses. I don't know why it can't work when I FT from iPhone to iPad but it works well from iPad to iPhone.
Now this problem somehow disappeared after I upgraded my iPhone and iPad to iOS 5 last week.
Thank you all for your kind help!

I had the same problem, but solved the problem differently.
I removed restrictions on accounts and location, on both iPad and iPhone.
Settings -> General -> Restrictions: accounts and location (both set to Allow Changes)
- Remove restrictions on Accounts and Location (set to Allow Changes)
- Turn off FaceTime on both devices.
- Turn off both devices and restart both.
- Turn on FaceTime on iPhone using only my phone number, without Apple ID. => Activation Ok
- Turn on FaceTime on iPad using Apple ID and default email address. => Activation Ok
- Try to call each other using other registered Number/email.
.... And worked ok for me.
I put back the restrictions On, on accounts and location, and it worked also ok afterwards.
There must be a bug somewhere related to these restrictions or something in that area. Apple should provide a fix to this. Restrictions also caused problem the message "Waiting for activation" and was solved in about the same manner as above.
Waiting for ios5.1 !......
Hi!
I found later that in iOS 5.0 the problem still persists from time to time. It seems that I can FT from iPhone to iPad if the iPad is put in a portrait orientation, but not if it is in a landscape one.
Then I have tried your method and so far it works regardless of the iPad's orientations.
Thank you for your kind help!
ANother thing that may be helpful is that your iPhone must be connected to wi-fi, not a 3G service. Turn it off in settings.
