Absolutely it is possible. Call AT&T and subscribe to a tethering plan.
And just what setting(s) EXACTLY are they locking you out of that you think you have a legitimate right to access? You want to set up tethering without having to pay for it? Sorry. Doesn't work that way.

Like I said above, I cannot set the MMS settings. I cannot send pictures over messaging.

There is no need to modify these settings. Settings for all supported carriers are in the phone. Unlocked phones can modify the settings to work on any carrier they need to. You are using an AT&T locked iPhone on an UNSUPPORTED plan.
You want to be able to use MMS? Then sign up for a supported plan from AT&T as they require for all iPhones on their network.

My iPhone is factory unlocked. I said so already. I do not jailbreak my devices (jailbreaking is another time waster).
It makes no difference. It does not matter if the iPhone is sim-locked or not.
Users of the iPhone -- customers of Apple -- cannot modify those settings for some carriers, including AT&T.
Why? Because Apple wants it in that way. That way is wrong. Apple prefers to catter for the carriers then the users.
Don't take my word for it but you will not find anyone that had their GoPhone account cancelled because they were using a iPhone and you will not find anyone that can change the "data celullar" settings on the iPhone on AT&T.
Finally, the issue is not AT&T. It's Apple removing options for users of their devices. That's just wrong.
Believe whatever you want. You're using an unsupported service. If you were using a SUPPORTED plan as AT&T requires, you would have no problems at all.
Issue is not AT&T.
And I'm not complaining about AT&T.
Apple allows carriers to block access to network settings.
