I'm afraid resetting the photostream is the only way (at least for now) to delete photos from the photostream on all your devices. IMHO, photostream is so limited in its capabilities that it's mostly useless.
I was playing around this morning with my iPad 2 and iMac. I use Aperture 3.2, which can be used with photostream (I'm sure iPhoto works in a similar way). Here's what I can do:
1. Copy photos from an existing Aperture album into my photostream and they show up on my iPad. Once they are in the Aperture photostream, I cannot delete them. However, I can move them to another album.
2. Take a photo from my iPad, and it shows up in my photostream in Aperture (it also show up in my camera roll on my iPad). In Aperture, I can move (copy) that photo to an existing album or a new album. I can do the same on my iPad, e.g., move the photo to a new or existing album on my iPad.
What might work to save only desired photos is (1) move selected photos to a temporary album in Aperture, (2) turn off photostream in Aperture and iPad, (3) reset photostream at iCloud.com, (4) turn photostream back on in Aperture and iPad, (5) move selected photos from temporary album back to Photostream from which photos will be pushed back to iPad's photostream. Whew! They sure don't make it easy!
For my workflow, I might use Photostream as an easy way to get photos taken with my (soon to be acquired) iPhone onto my iMac. From the iMac, I can use Aperture to move selected photos to a new album, edit and sort those photos, and prep a new album folder on my hard disk that can sync with iTunes to show off the photos.
