I can't find the setting for this. Is it hidden somewhere?

I wish you could, but unfortunately you can't. The older safari for tabs was a whole lot better.
I kinda like the tabs, more like desktop browsing. That said, I can see the benefit of giving users choices.
Like many have suggested, perhaps a good point to send to feedback 🙂
Re Tabs being more like desktop browsing
I don't use tabs on my desktops. I dont want tabs on an iPad where space is a at a premium. I'm not interested in an iPhone for web browsing. As for the regular advice to send to apple.feedback@ we all know Apple don't listen, they may say they do, but the reality is the company was run by a tyrant genius who imposed his will as dictate, he might have listened and then presented to development groups as a specification, but my worry is that now there will a whole bunch of groups and individuals running around in an infinite loop, all thinking that it is now their right to tell the customer what they should be using. I worry for customer service above all.
I believe that these forums are the exact right place to bring stuff like this to the light, respect to those who disagree.
The key proble with the tabs implementation is that the close button is on the left. That means when you tap the back button, you're finger is pixels away from tapping the close button.
It's just poor UI design
maybe they should just make the tabs "auto hide" like the bookmarks bar or even better, if your only vieweing one web page the tabs bar should not be visible then put a "new tab" button in the toolbar.
or even better than what i just said above,
they should make that whole toolbar and tabs area disappear(slide up)
when a page is loading like they did in previous ios versions, and then u just swipe down wheneva u need it
