I tried everything. I don't know exactly if the way I found the solution for me is gonna work for you, but you can try it! At the end, I just turned off the I iMessage and turned on it again (settings). Then a message said that the messages needed for the iMessage could need additional charges. I always selected the option "accept" but this time I click on "cancel" and the Messages trough iMessage became available again. Because I don't use the traditional messages it works perfect for me.

Guys, i had the same problem and have spend more than 24 hours in reading internet about the issue. I have a factory unlocked iphone 4s and i'm using T-mobile sim... it was showing "waiting for activation" on both imessage and facetime. I called apple support and they said that this feature doesn't work on Tmobile network... they were wrong.... the issue was simple, if you using prepaid plan then check your balances... because to activate service the imessage and facetime send an international text messages, so 2 things to make sure -

1. International message service is ON on your number

2. You should have sufficient balance so that international msg be sent.

Also make sure that Settings>> phone >> should have your number in this format "+1 XXX XXXX XXXX

I did the same and now my imessage and facetime are up and running.

Hope this will help!

I have just activated iMessage and FaceTime with my phone number, before I could only use the service with my Apple ID. What I did is to go my carrier and asked to change my mobile number, voila, iMessage activated. There's and issue with ported numbers, despite my carrier assuring me I could receive international SMS, something in the system is failing, infusing both sides costumer and carrier. This 6 month Calvary is over for me. Good luck guys.

Mine didn't work for 2 months and this fixed it, so I posted it in another discussion and have been getting "thank you" replies nearly daily:

Just update your date/time settings:

Settings

> General

>> Date & Time

>>> Set Automatically: Slide "ON"...If it's already on, then slide it off, chill for a bit (maybe restart it), then slide it back on.

I am using an iPhone 4 with iOS 5.1, but other users with 3GS, 4S, and even iTouch devices replied that it worked.

I also could not connect to the IMessage, after restore the iphone a few times, changing the configuration of the router, I did everything and nothing seemed to be the solution so that I could use the IMessage ... the problem was a little weird for me, but could youverify if it is not your case is similar.
In the settings, then go to general, the date and time has to be on auto setting.
It worked perfectly after changing that setting, and the problem was in the iPad and the iphone

i copied and paste this message. its definately the time that has to be changed to auto setting.

IT WOOOORRRKKKEEEDDDDDDDDDD
