It seems to be a server issue on Apple's end, I manage servers for a living and this seems to be some server side processing issues. Sometimes the service is up, sometimes its down, its just a matter of time before Apple resolves this issue, its not like out of the thousands of employees at Apple are not having this same issue with their iCloud accounts.
This issue is apparent on my MacBook Pro running 10.7.3, my iPhone 4S, and my iPad 3. It's not device specific which is why its a server side issue.
