Recently i pay apple to allow me to create apps for IOS devices. But i don't have Mac. Is there any any to create Apps without a Mac??????

You joined the paid developer program and you're asking whether you need a Mac to create apps?
I'm dumbfounded that anyone who paid $99 wouldn't already know the answer to that.
Try logging in the the developer web site and you'll find the answer there.
You can develop and test apps on other platforms (Windows for instance) using tools that support cross platform development. You will however need Mac OS X and Xcode to create a signed application bundle that you can submit to the app store for distribution. Some of the cross platform tool vendors offer the ability to distribute your applications through them, in which case you do not need OS X at all, but the apps will end up under the vendor's account.
