Maybe, but Apple don't provide dedicated, native, integrated email, contacts and calendar clients that are 100% compatible with iCloud for Windows users, do they? Windows users have to make do with Outlook, which isn't free either.
Why would Apple spend time trying to support third-party Mac software (that even their developers don't support properly) when all Macs come with 100% compatible applications anyway?
It should be Microsoft's responsibility to add support for the industry standard, cross platform sync protocols iCloud uses in its Mac products.
Other third-party Mac software developers support iCloud (like BusyCal) - why not Microsoft with Office for Mac?
I do think Apple should support Snow Leopard in iCloud though.
