ChristopheLemaire's solution worked like charm, I have tried everything like reset network setting, full restore, DNS changed to 8.8.8.8 But simple solution work.NOTE: Even though I didn't have any restriction on, still I tried this and solution worked. Thanks thanks a ton!!

Steps I took -> wifi was enabled and had imessage and face time my apple id signed in.

1) Turn off imessage, face time (keep signed in)

2) Goto General-> restriction-> enable restriction and tune off face time and turne it on again.

3) Go back to imessage and Bingo it worked

4) go to face time turn it on if it's still shows waiting for activation, click ur apple id and select log out and sign in again..it will activate.

"Reset All Settings" didn't work for me, either. What worked for me is "Erase All Content and Settings."

After doing this, I was waiting for iCloud to bring back all the date and settings. While it was still doing that, I checked iMessage and Facetime, and neither was working. I got tired, so I went online and made an appointment to go into an Apple store and then went to bed.

When I woke up in the morning, VOILA! Both iMessage and Facetime were working just fine!
