My phone is on lock and it is stuck on voice voice room I cannot get into it can even put my security code
Tried this and worked for me
Triple tap each item you want to select and activate. Once you get to the Home screen, triple tap the Settings button, then triple tap each of the following:
General>Accessibility>Voice Over to turn it off.

My husband wanted his phone to read something to him. He asked if I would help him figure out how. (we did figure it out once we killed voice over.)
We both turned VO on at the same time and it just wouldn't die. I couldn't scroll, so even when I got to the setting page, with the triple tap trick, I couldn't get to general. I don't have an iTunes account, so that option was out. I had called Apple, no help there.
You were my last and only hope. Get yourself a cape, you deserve it!
What kind of phone? Do you have Siri? If so, ask Siri to turn Voice Over off. If not, triple click each number of your passcode to unlock, then triple click each of the following:
Settings>General>Accessibility>VoiceOver>Off.

You need to double click each number of your passcode not triple click.
If triple tapping the home button does not work you can go to Settings-->General-->Accessibility-->"Accessibility Shortcut" and tap VoiceOver to place a check mark next to it. Triple tapping the home button should turn VoiceOver on and off after that.
Hold down the home button until Siri answers. Ask her to turn off VoiceOver and she will do it.
I'm not kidding.
Just turn it off in iTunes just syncing your device via USB.

Connect to your iTunes account, under options pick Configure Universal Access and choose neither for Voice over and Zoom this should fix the problem/
Triple tap the Home button. That will turn off VoiceOver.
