iOS5 TV Out Settings?

I'm trying to connect my iPad2 with iOS5 to my TV using the Apple Composite AV Cables. The audio works fine, but the video is visible, but scrolling like the vsync is off.

I've tried the same TV and same cables with my daughter's iPod Touch Gen 4 with iOS5 and it works fine.

I try to go into Settings -> Video (on both iOS5 devices) and I expceted to see a TV Out setting where I can see if it's set to NTSC or PAL. This no longer seems to exist.

Has it been moved somewhere? Or is it gone?

Does anyone know if the scrolling effect is what you'd see if you plug in a PAL signal into an NTSC TV? I'm thinking it's outputting in PAL instead of NTSC, but can't validate this without the setting available to change it.

Any ideas?

Thanks.

NTSC is the US Standard for TV Standard Def signals (480i)

PAL is the standard in the UK (576i)

Which is why I think that this may be causing the scrolling effect. If each frame is being drawn as a 480 row screen and the screen is 576 rows, rows 481 through 576 will be part of frame 2 instead of frame 1, etc. (I know the number of rows are actually half for those that understand interlaced vs. progressive, but keepings things simple for those that don't).

And my iPad is set up for English as a language with United States as Region Format, so if it is supposed to use that to detect NTSC vs. PAL, it may not be.
