Press and hold both the Sleep button and Home button until the iPhone shuts down, ignore the slide to power off option which will pop up on screen, just keep pressing the Sleep and Home buttons.

This will make the iPhone perform a hardware reset and your iPhone should restart without a hitch.

If the problem occurs immediately after restart, you may have to put your iPhone into restore mode and connect to iTunes to restore your iPhone.

To enter restore mode, press and hold both Sleep and Home buttons until your iPhone switches off.

Once off, press and hold the Home button. Keep pressing the Home button and at the same time power on the iPhone. The iPhone will start up and show you the connect to iTunes screen. Stop pressing the Home button and connect to your iPhone to your iTunes library.

Once connected, restore your iPhone.

If this doesn't help, make an appointment with a Genius at your local Apple Store or if you haven't got a local Apple Store, contact Apple Tech Support.
