It will work just fine, all iPhones from official sources in Hong Kong are sold as officially unlocked. However, your warranty & support will only be valid in Hong Kong. If you have a problem with the phone you will have to return it to Hong Kong for all warranty & support issues. Since you can purchase officially unlocked iPhones in France, doesn't make a lot of sense to purchase a phone in Hong Kong if you intend on using it in France. Sure, you may save a few bucks up front, but you better hope you never have a problem with the phone.

Physically there is no reason the handset will not work across borders, but you must ensure it's not locked to a particular carrier (cell phone company)

It is the carrier who locks phones to their own network, not Apple.
