When apple have still signed shsh of IOS 4.3.5 on thier server, I can downgrade my baseband from 4.11 to 4.10 while I restore form IOS5 to IOS 4.3.5 and when apple stoped sign shsh of 4.3.5 on thier server, that above not work???😕😕
Any someone can explain me about that clearly? (the process and the reason how I can do that)

There is no official or supported way to downgrade the iOS or baseband version on any iOS device.
If you want/need to downgrade the iOS or baseband, search for answers elsewhere, it cannot be discussed here per the Terms of Service.
That's called 'hacking' the phone and as diesel vdub indicated, it can't be discussed here.
There is no legitimate reason to attempt to do so.
Downgrading the baseband can't be done by any method, which is why hacking to downgrade the iOS creates problems - a mismatch of the iOS and baseband versions.
Don't hack to downgrade - you likely will NEVER be able to update the phone again and get error 1015 (and others) if you try to update or restore.

Maybe you missunderstood my question,
I tried to comback IOS 4.3.5 on 10 October 2011 from IOS 5.
And I see my Baseband come down from 4.11 to 4.10. Why my baseband can come down?
But now I restore to IOS 5 and comback to 4.3.5 get erro 3194.
I down know why?

Why? Because you hacked the phone, performed unauthorized modifications and violated the End User Agreement with Apple. Your phone can no longer be updated or restored - you screwed it up and it's now fubar.

You can't get any futher help here.
