Russian iPhone 4

I am in the US and I have an iPhone 4S. I have a friend in Russia and she has an iPhone 4.

Has apple released a Russian localization of iOS 5?

If so, does the Russian localization of iOS 5 have iMessage?

I would like for us to iMessage/SMS/Text using our apple IDs instead of phone numbers and thereby not be charged any money (beyond standard bandwidth useage for cell or ISP for wi-fi)? I have heard of this working internationally, but not necessarily in Russia.

iOS is always multilingual and can be switched among all the localizations listed in its tech specs in a couple seconds. Can you not see the Russian option right on your own phone in Settings > General > Language?

Thank you. Do you have information on iMessage? Not everything is the same in Russia. For instance, I don't believe that there is iCloud at all.
