App hitting location services without being loaded?

Here is something interesting. I noticed today that with no programs running something was still activating my location GPS. I noticed this as my battery was a little lower than I thought it should be. So I plugged in my iPhone to power and then started looking into what program was working overtime even though it was not active and not in the background.

As you look through the pics below you will notice even though it is not running Smule Magic Piano is tapping my locational Services. I turned off Smule and the purple arrow went off. There is a pic below that shows no programs running in the background except for "settings". Smule Magic Piano was never running. Other programs when not running do not activate the location services.. Whats the deal?

What is interesting is why an app that is about music and not active as a program or even in the background still activates my location services? Weird.

I have removed Smule all together. Problem solved, it seems. But why was there a 3rd party App that was active in my location services even though it was not running nor in the background?
