can you load logic express into the ipad?

No. Logic and its variations is written for OSX not for iOS. The only Apple music engineering app available for the iPad so far is GarageBand.

There is a Steinberg app Cubasis which is fairly intuative and is as close as you are going to get to Logic on iPad, for the time being at least. Expensive though as app prices go.
