I am attempting to create an effect of a tv screen shutting off (everything gathers in the center of the screen and then flashes off). I guess it would kind of be like a transition, rather than an effect. If you know how to do this or know where I could download a plugin, I would be grateful. Thanks.

I guess this a good project to try and do in Motion, with all the bells and whistles, but...
You can at least simulate it inside FCP X, though. Set a keyframe at the point where you want the video to start shrinking. Move to the last frame and set a keyframe there. Change the size of the video to zero (or maybe just a little above zero).
You now have the video shrinking to the center of the frame. Add some flaring effect and it is almost there.

That is what I am working on. The ending goes pretty quick, but if you could get the video to 'turn off' in just a few frames, I think it would look a bit better. I also have to change some of the sounds around, yet. Thanks!!

Did you try a really fast circle wipe to black? You do, of course, realize that television don't actually turn off like that, and haven't for about 40 years.
