No. Connecting a printer to the USB port of an AirPort or Time Capsule does NOT enable it for AirPrint. However, you can print to non AirPrint capable printers (attached to an AirPort) by using third-party solutions.
One example would be Printopia.

Print Central supports most printers.....but does not have a free trial like Printopia.

$20 or $10 is still less than purchasing a new complete printer; still, I'm hurting in the cash flow department at the present and every penny counts.
I figured that it was better to pay $20 and know that it would work than lose $10 to find out that it won't.
If you post back with the make and model number of your printer, maybe another user who has used Print Central with that model will be able to help.
Since none of this has anything to do with an AirPort Express....you might want to also post in the iPad Support Community for a lot more "views" from informed users.
