I bought a RCA cable for ipad to connect ipad to built-in car dvd player.
I get audio but can't watch video because it flickers(flashing).
The color of the video turns out black and white.
Do I need different cable or change setting on the ipad?

You need to get the official Apple cable for it to work properly.
The same RCA cable I bought worked well with HD TV. I was able to watch video in the Ipad on my TV.
However, not with my built-in DVD player in the car.
