I am a Dutch Native living in the U.S. and since a few weeks the proud owner of an Ipad 2. I would like to download some Dutch apps for me and my son but I do not know how to get into the Dutch App store or how to find Dutch apps in the U.S. app store.

All the Apple online stores are just store.apple.com/(country-domain_suffix)
Not sure about payment policies and such (that is, if you need a Netherlands credit card with a Netherlands billing address, or whether you can use a US credit card).
I tried it and I get to theDutch Itunes pages. There is an option to go to the app store and when I do that I end up with the US one again. Should I first download the dutch version of Itunes? Would't that interfere with my US version?
Open the iTunes app on the iPad. Scroll to the bottom of the app and change from the US Store to the Dutch Store. Now you have to qualify to have an account in the Dutch Store different from your account in the US Store. You will need to create a new Apple ID, you will need a bank card from a Dutch bank and that bank account must have a billing address in the Netherlands. If you do not have these qualifications, then you may not make purchases from the Dutch Apple iOS Stores.
