Does Logic 9 does have a midi sync issue ?!?

First, you're mistaken about the differences between Logic 7 and later versions. The ability of Logic to --receive-- MIDI Clock was removed after version 7, not the ability to send.

For testing:

Send directly to the Kenton port, not to ALL.

Even though it's under MTC, enable song position pointer.

If I remember correctly,song position pointer (spp) is strictly a MIDI function.

Perhaps the Kenton does not accept MIDI clock or (more likely) perhaps the Jupiter arpeggiator was not made to work with MIDI sync but instead made to work with Roland's DCB.

My previous post addresses that issue... NO! Logic can no longer receive MIDI Clock as of version 8.

However... it CAN transmit MIDI clock which is all you need to sync other devices to it.

Pancenter is spot on... Logic can transmit, but not receive midi clock. (The receive feature was removed in Logic 8 - much to the annoyance of most MPC users).

With regards to your Jupiter 8, you should be able to get it to sync to incoming midi clock. I have a Juno 60 with a Kenton retrofit, and have sucessfully used it with midi clock & arpeggios. I would say though that the results were often disappointing, & it sounded better 'free-wheeling'. (I used to get my arpeggio roughly in time by ear, then print it, then quantize it using strip-silence (though these days you could use flex-time).

Another option would be to set up an arpeggio in your environment page so that you can actually print the arpeggio notes, move them around, quantize them etc.

One thing to bear in mind if you are slaving your Jupiter to midi clock is that Logic needs to be running in order for it to be transmiting midi clock (it won't transmit midi clock when the sequencer is stopped).

All your settings look OK, (I'm presuming you tried sending midi clock to the 'Kenton USB Solo', but it should work on 'All' also). The only difference with my setup is that my Kenton interface was actually built into my Juno 60 (back when they used to). My guess is that you need to set your Kenton USB Solo to receieve midi clock on a particular channel... but I am only guessing.

With regards to setting up an arpeggiator in the environment, there's loads of tutorials out there... some simple, some more involved. If you want to actually see the arpegiator notes (as opposed to the associated chords), try these :

Alternatively, if you find the environment too intimidating, you could try 'ReMidi' (Granted Software) - now discontinued, but a handy piece of software which runs alongside Logic.

Sounds more like a Kenton issue than a Logic one...(not too familiar with the Po DCB Mk3). My only suggestions are perhaps an OS or driver conflict with the Kenton, or that Logic is streaming it's midi clock through another connected midi interface/ device. (Also double-check you're still sending 'Song pointer' information in your Logic sync preferences).

From your video, it's not clear if the midi start is just delayed or totally missing. I always leave a blank 8 bars at the start of every song (so that there's 8 bars of pre-roll). This gives Logic (& the computer's Ram) a chance to settle down before playback. (It also ensures all your automation & FX play back as intended).

I've always used an Emagic Unitor 8MkII, with USB connection. (I'm a bit sceptical of USB-Midi cables). The Unitors were (originally) built for Logic - rock solid, lots of ports & still supported (works with Lion apparently). Sounds like you've got a few external synths, so it might be a good investment. Equally, an AMT8 or MT4 would suffice... some links below:
