Numbers syncing on iPad and iPhone

I have numbers on both my iPad and iPhone. Both are set up for iCloud. It is my understanding that they should automatically sync my spreedsheets. Is that wrong? Is there a step I'm missing?

MacBook Pro, Mac OS X (10.5.5)

is there a way to do this with two icloud accounts?

I have a 4s and ipad 3 and i want to keep the icloud accounts separate, any way to link them?
