If you switch it off completely (hold Home and Sleep until the Swipe to Power Off bar appears, then swipe it), then no.
If the iPhone is asleept (press the Sleep button), then yes

but do you agree with me that it is a bitfall from apple? coz i used to have a nokia 80 and it has this feature ( turned the power off completely and it will wake me up)
That is because when the iPhone is sleeping, the battery lasts for over 100 days. Think of it logically, when something is switched of, why would it ring? If you turn of a computer, will you receive emails when the computer is switched off?
The NOKIA alarm probably has a vibrate. So this is on hardware not software.
An iPhone's alarm is programmed entirely in software.
I believe that the Nokia power off still elaves a little bit of power running for precisely this reason. You could test by removing the battery.
I'm happy with the way the iPhone works - I don't switch it off at all. But, as someone said, you can leave feedback for Apple
