I am assuming that an individual track can be downloaded and uploaded to the cloud indefinitley but I can't figure out how to upload tracks once I've downloaded them on to my laptop. If anyone out there knows how to do this please let me know (wouldn't be surprised if I am missing something obvious!). Thanks!

To check that I understand your question, I believe you are talking about a situation where you have matched your library and now you have added more music and want that to go into th cloud as well.
If you purchased from iTunes then you should find it is automatically added. If it is from another source then, after adding it to iTunes, select store from the top bar and then update iTunes match. That should rerun the process, adding any changes you have made.
