And the Usage is running constantly even when all my apps are closed. Started out of no where yeseterday. Tried Hard shutdown, as well as a restore. Help?

No, and I also realized I didn't do a proper restore. I need to find the time to let that happen, hopefully it will solve things. I'll try a hard reset while connected first though, thanks.
Simply reset it, no need to connect to a computer. Hold the Home and power button for 10 or 15sec till it turns off.
Then restart it.
I am having the exact same problem as of yesterday as well.
My Iphone has all of a sudden began SUCKING battery life back. Completely out of nowhere. And when I try to turn it off, it turns itself instantly back on.
I have no idea what the problem is. This happened out of nowhere.
I wonder if this is a more widespread issue that some people just havent noticed yet.
I compulsively check my usage stats...going to bed with a 100% charge waking up to 75% was kind of a giveaway too, usually i lose 2-5% at most!
Still didn't have a chance to restore to factory and then restore from backup yet though, hoping thats the fix.

I checked several other thread with the same subject and it does not seem like anyone found a solution yet beside shutting down iCloud, turning off data roaming and 3G (basically turning off everything that eats the most battery).
I've had this phone since it first shipped in October and have maintained similar battery life to the Iphone 4, but it does drain faster using 3g web browsing. This is something that just popped up out of no where a day or two ago, the inability to turn off is not something mentioned in this article.

My battery life is still decent...my issue is what is causing the "Usage time" to increase when I'm not using the phone. This is something that did not occur until Sunday/Monday..
I've had my 4S since release and have never had any issues. Just in 5 minutes of sitting at home not doing anything my phone has used 4%. Plus like I said, for whatever reason it wont turn off. Hmmmm.

Yours sounds even worse than mine!! I've lost 48% in 10 hours 45 minutes, but theres 9 hours 39 minutes of usage time. I've probably actually used it for about 3 hours top if even (my normal 50% of usage range is 4 to 5 hours of true usage, granted theres always music listening in there)
You need to look for recent apps that you installed and turn them off.
Then did you try to double click on the home button to see all the open apps. If you have a lot of open apps, you should close them by letting your finger press on one of them until they start moving with a little red symbol on its corner, then you press the red corner till all the apps which you don't need are turned off.
Listen..youre not talking to a novice here...how about you take a look at my original post....
I closed ALL APPS and even put it on airplane mode just to see if this was a data drain....
At this point if the full restore and then restore from backup doesnt work I'm headed to the Genius Bar...
This is just an annoyance that will force me to charge and fully drain my phone daily...not somethign I want to be bound to I usually get two full days out of it
