I do not understand your question. Certainly a drag-and-drop option might be incorporated into an App. I have a Minefield game that works that way.
From the Home Screen, you can press and hold on an App's icon until it starts to wiggle. Then you can drag it around the screen. If you drop it on top of another App, both will be placed in a folder. Or you can drag and drop it into (or out of) an existing folder.

Here is how I interpret your question: There are iPad apps (Wordpress for one) that instruct to "drag" a widget into place in a layout. According it Wordpress support postings, this simply is not possible on an iPad. When you touch the widget to drag it, the entire page moves.

Did you try pressing and holding for a couple of seconds? Sometimes that bypasses the action that normally happens with a simple touch.

Yes! That is exactly what I am trying to do - drag and drop images within an application. But the entire page moves. I was hoping there was a special keystroke that would allow this functionality.

Yes the entire screen moves. I don't know how to drag and drop on the iPad. I was taking a survey and they wanted mt to drag and drop my preferences and I couldn't do it. Every time I tried the whole screen moves.
