The character which Outlook places at the end of the sentence only appears if there's a space before the return. Using number symbol for space, here's what I send:

Sentence 1.#
Sentence 2.
-----
What gets sent back from the Outlook user is:
Sentence 1.Â
Sentence 2.
The evidence is that the combination of space and return causes this random character; and the suspicion is that double spaces trigger the question mark. Simple, though unsatisfactory, solution: don't have a space before a return, and don't use double spaces.
In response to your question, my prefs in Mail prefs / Composing : Responding are:
Use same message format as original message : Unchecked
Quote text of original message: Checked
Increase quote level: checked
When quoting text in replies or forwards: Include all of the original message
