Hmm!! Since all the possible soultions have not worked. I would like you to do two things:
1. Please check if you have all the updates and special Packs installed on your Vista. If not, please update them.
2. I have helped an user three weeks ago with the same Prompt which could not be fixed by "Run as Administrator", and it turned out to be a Malware on his system

I suggest you SCAN your system in Windows Safe Mode". Log on into Windows "Safe mode with networking", then go to CNET's Download.com to download a free version of MALWAREBYTE. Install and do the update immediately. Perform FULL SCAN and remove the Malware if it indeed finds any. Restart to regular Windows to let MALWAREBYTE remove those trace in the registry. Then try your iTunes again.
