Apps are all messed up after activating restrictions (parental controls)

I've activated restrictions on my iPhone (e.g. limit apps to a certain age, turn off in-app-puchases). I've then deactivated these restrictions - and almost all my apps are out of order. Apps that I've put into folders are not in those folders any more. Other apps are on the last home screen instead of the second one. You get the picture. I can easily reproduce this error, it happens every time I switch restrictions on and off. It happens both on my iPhone 3GS and my iPad 2. Both run the latest version of iOS. Same thing just happened to me. Come on Apple! This issue has been a problem for years.


All I wanted to do was figure out how to set up my son's iPad, so I was experimenting on my iPad. When I turned restrictions off, all my apps were outside of the folders. Ridiculous.


Then I thought, "No problem, I'll just restore to the backup I made an hour ago." WRONG! The backup was overwritten by this new jacked up version.
