Are you sending messages to other device that are ios5, because that is all you can use it with. Also have you registered for iMessages ? Ps. I am in Australia and all is working well for me.
I'm in Perth Australia, iMessage is not working on my iPad either!
I'm sending to the same people with iPhones and it worked fine two days ago in Sydney,is there a problem in Perth now or something else...I already shut down twice ..any ideas?
This is strange...

In the interim... Trying a Reset will not hurt... you will not lose any Settings or Data...
Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.
I found on another thread a suggestion to go into the WiFi settings and change to DNS settings to 8.8.8.8. It immediately fixed iMessage FaceTime and Find my iPhone problems I've been having. Hope this helps.
I tried that ,but still not working on my iPhone or IPad,,but person here with their iPhone for Perth area and same wifi is working...I will try another wifi later today to see that's my problem..it doesn't make sense
BINGO!
8.8.8.8 is the DNS of Google's Domain Name Server.
My router was using Open DNS and forcing it to go through 8.8.8.8 did the trick.
My kids thank you too. IMessage is so fun from my iPad
It worked for me to after I logged out and then logged back in with 8.8.8.8. 8.8.8.8 is the DNS server from Google. I was using Open DNS and I guess Apple didn't like that.
So this WAS my problem and this is how I fixed it.
Got a free iPad with a car and from day one iMessage and face time refused to work. Strangely I could send messages to myself but not to anyone else even though iMessage recognised the apple id. My dad who has an iPhone could FaceTime with my sister on the same wifi signal...
So I took it to the apple store told the guy what was wrong and this is exactly what he did. He connected the iPad to the wifi signal in the store and miraculously everything worked (I was annoyed). His advise to me was go home and try 'forgetting' the wifi connections at home and reconnect again.
I went home I didn't bother doing that and everything worked fine..... I was more annoyed...I have no idea what happened or how it got fixed.
So anyhow my suggestion is try connecting it to another wifi connection and then back on yours at home... Or try what he said and forget the wifi and connect. So settings, wifi, click on the network name, then click forget this network and reconnect.
