How can i get facetime on my UAE iphone 4s?

I purchased an iphone 4s from the UAE but live in Europe. I just realised that i dont have facetime. What can i do to get facetime on my iphone 4s since i do not live in the UAE?

no my friend, it does pop up but only with certain sims it seems. I have an Etisalat sold iphone 5s...and when I put Vodafone Qatar sim last week FaceTime poped up and it also worked as it should. The moment I put Etisalat Sim back, the app goes away again. I think it is somehow blocked by Etisalat!!

However, this did not happened when I Put a sim from India!! Something interesting.

I Did restore my iPhone 6 but FaceTime didn't appear. I bought it from Dubai and opened the box in Pakistan

The answer remains the same: you can not have FaceTime on that phone.
