I have just installed a clean install of Lion onto a seperate internal hard drive in my MacPro tower.
However, I'm looking to move some settings over from my first hard drive with Snow Leopard on it.
On my Snow Leopard original hard drive if I go to Users/myname/Library, there are files in here such as 'Mail' and 'Safari' for example.
I want to move files like this, but on the Lion hard drive if I go to Users/myname, there is no Library folder there?
In Finder, Hold down the Option key (alt key) and select the Go menu. Library will appear there while option key is held down.
If you need to get to it a lot, drag it to your side bar or use this in Terminal
chflags nohidden ~/Library
If you have more questions, just search these discussions. There are a lot of posts on it.
Or, you might try using Migration Assistant to copy your home folder to the new Lion drive (In Utilities folder from the Lion drive). BTW: Apple recommends updating Snow Leopard to latest version if you haven't already.

Just remmember it only works in one direction, you can't use the 10.7+ Library on 10.6.
No 'Library' folder in Users?
