I've tried everything, deauthorize, etc, it's showing I have 9 downloads available, but when I try to download, I keep getting this error message, that goes for purchasing, etc.
Is iTunes Store Temporarily Unavailable?

This isnt working for me. I dont have any "&" in my info. What a hassle.
I have used the terminal for the cache clearing. Should it show anything results wise or just another line?
Edit... I find that it is limited to movies only. I just downloaded some music. Odd.
Did you get an error message when you put the command into the terminal? If there's isn't an error message, it's safe to say that the DNS was cleared. Check you phone number in your billing proifle, and see if there is a # sign or "dash" in your numbers, if so, take those out.

My ipad2 and my 4s won't connect. How do you clear the cache on these? My husbands iPad and 4g works fine.

I logged out of store and then logged in again. It worked good for me. Settings->General->click on existing apple ID -> sign out ->sign in.
signing out and then back in worked for me too. thank you!
i don't have & so i just sign out and back in and it worked.
I had a dash in my billing address and taking that out fixed it. Thanks very much for the suggestions!

This is located in your utilities folder under applications, I hope this helps.
When I ran into that issue, I tried all kinds of troubleshooting tricks that I was able to find on Google, but only a live chat with Apple's support rep helped (http://www.dominikras.com/2012/11/the-itunes-store-is-temporarily.html)
I would never suspect that before, but as some of the replies admit, silly ampersand or some other invisible wierd back-end issue coudl get in a way - in my case they had to reset something on the bck end in my account to get me back up and running.
Give the live chat a try - it might be your quickest solution.
