Exclamation Point not working

For about a week now, the exclamation mark on my keyboard has not been working, yet the 1 will work; so I know it's not the key itself that is the problem.

And as simple as it may seem, yes, I have tried using the shift+1 key to get the exclamation mark, but it only shows the shift going into effect on to my computer (can push it once for capital letter, twice for all caps without continuing to hold it down, three times to turn it back off.) The shift key works with any other key on the keyboard except for the 1. Can anyone help me with this?

PowerBook G4, Mac OS X (10.3.9), 1 GB DDR SDRAM

Ok...This is weird. I ran across the exact same problem. My number 1 key would work but not my exclamation point key. After checking speech settings on the machine I was woking on, I noticed that speech recognition had been turned on. I still don't understand how speech recognition could have caused the problem but this is how I solved it. I went through user>USERNAME>library>preferences and deleted all speech related .plist files an that fixed the problem. Hope this helps!
