No, any iOS device or device made by Apple shouldn't decrease in performance as the number of content you put on it increases.
I have a 32GB iPhone 4 that I got one year ago with plenty of apps, music, and photos on it and it still runs great.

Then whatever you try to sync or purchase will warn you that you do not have an storage capacity left and you'll have to either stop syncing certain items, or transfer them to your computer to keep purchasing other content.

In general, filling up the storage capacity will not slow down the device by a noticeable amount. I speak from experience 🙂
Impossible. If it is nearing the maximum storage capacity, then it will tell you that whatever you are trying to download can't be downloaded.
