Is 15 fps Normal for Video Chat or Can it Be Better?

Comrades,
I just had my slow video problem resolved through these discussions. I have noticed in other posts that other i-Chat AV users are getting more than 15 fps during their conferences. I assumed 15 fps was the norm. Any advice on how to get frame rate higher and thus improve video quality?

i-Mac G5, i-Book G4, Mac OS X (10.4.5)

In case you were wondering what you're top framerate will be, run the following in Terminal:

/Applications/iChat.app/Contents/MacOS/iChat -errorLogLevel 7

This will return something similar:

2006-02-21 10:25:25.185 iChat[4493] Can't open input server /Users/rmathus/Library/InputManagers/Smart Crash Reports because InputManagers directory is locked down
102528.317833 Loading hardware rules from hardwarerulesH264-G4.plist
102528.318793 Checking H264 hardware rules

The line in bold is what you're interested in. It's fps: specified width x height.
