In a 3G iphone tethering was easy but how do you do this on a 4S so that the phone can be used to access the internet?

"Tethering" is now called "Personal Hotspot". See the User Guide. Note that it requires that your carrier support it in your data plan, or the option for it won't appear in the phone settings.
