When I try to turn on my ipad, all I get is a picture of an USB cord with anrrow pointing to an itunes icon. How can I fix this? pls help

If you don't have it, install iTunes on your computer. Then plug your iPad into the comptuer and follow the onscreen prompts. it'll talk you through setting the device up.
