No, "Most of the other OS" do NOT "give this as a basic feature."
There are security loopholes that have been found all over other OS's. In OS's like Android, these have been getting patches and fixes to fix and block these security vulnerabilities in recent years. This has not been available on Android since KitKat. In Lollipop and Marshmallow these "features" (as you think them to be) are no longer available. You have to go through Settings -> Data Usage -> Enable Cellular Data.
There are some 3rd party apps that allow you to make widgets from certain screens and there may now be a way to add a Settings window to your widgets and add it to you home screen. But NO, this is NOT available on most "other os"'s.
Besides, "Look, they can do this" is hardly a valid argument beyond the elementary school level.
