How do I receive the SMS text message to use "Viber" or "Whatsapp" if I am abroad in Italy right now and cannot receive normal text messages, only iMessages, since my phone is on "data off" and only can be used in wifi?

No I know I'm sorry I meant how do I receive the one "activation code" you must type in the beginning of the app if I can only receive iMessages and not simple SMS messages?
Cellular Data being off does not prevent receiving or sending SMS, but it does prevent MMS.
SMS is exchanged via the same network as calls. "Dumb" phones or non-smart phones that don't have internet access via the cellular network can exchange SMS.
this is helpful, im just scared that if i do this i will get a huge flood of texts in all at once and get charged for all of them at an international rate, which is probably what would happen, right? in which case, how do i bypass this?
You would only be able to receive messages on Viber or Whatsapp when you have WiFi available as they send messages over data just like iMessage.

As already provided, SMS is exchanged via the same network as calls. "Dumb" phones or non-smart phones that don't have internet access via the cellular network can exchange SMS.
Having Cellular Data off will not prevent you from receiving an SMS but it will prevent you from receiving MMS.
If you need to receive an SMS from WhatsApp in order to enable the app and service on your iPhone and this is a must have or must do, you have no choice. Receiving SMS when roaming internationally is expensive but not near as expensive as data or internet access via the cellular network when roaming internationally.

Quite possibly that would happen. There's no way to bypass it. I don't know about your carrier but Verizon, my carrier only charges .05/message to receive messages while roaming abroad.
The app sends the code as a text not an iMessage but since I have only wifi access on the phone while im here I do not receive simple SMS messages only iMessages
Turning data off won't prevent your phone from receiving text messages. Turning cellular roaming off, however, will. You would need to turn that back on until you get the SMS.
