Ok, I figured it out folks.
1. Connect the device (iphone/iPad) by the cable to your computer and open Safari on your computer.
2. Go to settings on the device and find Safari, scroll to the bottom where it says Advanced, put web connector on.
3. Now go to you Safari page on your computer, go to Safari preferences, and go to the Advanced menu. Select the box that says "show Develop Menu in menu bar."
4. Now you have two different ways to delete the cache/ address bar history. You can either:
a. Go to the new develop menu on Safari (while still connected by cable) and find your device. Clear cache.
Or
b. Go to your device (doesn't need to be connected anymore) to the website data mentioned above and it will give you ALL of the cache history. Delete what you want.

I was really hopeful for this technique but when I opened the new tab available in Safari it simply said something like no applications available or no cache data. I'm trying to clear iBooks cache specifically as I am using a HTML widget and it keeps storing the data... please someone help!!
I have used successfully CCleaner for Ipad to clear the cache.
Right, something not many people know..
Open an app, preferably one thats likely to store lots of cache data.
Hold the power button until the power off slider appears.
Then hold the home button until the application quits to the home screen.
Notice the iPad/iPhone will hang for a few seconds.
Now your idevice has been updated to lightning fast iOS again. - Works well with a hard reset also."

The only way to clear an apps cache is if the app has a button in it that clears it's cache otherwise the cash could grow quite large. I have some apps that have caches over 1 gig and the "only" way to clear it is to delete it and reinstall it. Apple should make it that "all" app makers should either clear their caches automatically or have a button in each app that can delete it's cache if you wish. Doing what it says above only clears the iPads cache, not the cache in any individual app. Most app cache data is in a folder inside the app itself.
FYI~ If anyone still has this issue... @Apple Brad has the best answer I found here and it freed up 1GB of space (I started with only 1.2 GB available). I cleared up about another 1GB by doing this (and it frees up your iCloud storage also):

What version of iOS are you running and what model of iPad? I am running iOS 10.1.1 and there is no "Manage Storage" or "Documents and Data" menu selection.
Hi... I have not yet updated my iOS from 9.1 (13B143), so there may be a slightly different interface for that. I leery about going to iOS 10 due to the lack of space I have.
your method not only clears cache it deletes the app and all it's data. so if people want to keep their apps then dont do this..
Deleting an app isn't forever. Anytime you delete an app from an iOS device, you can reinstall it for free.
