Do you want to restore your entire system from a backup? If so, that's not done from the Time Machine application (it's used to restore selected items, not your whole system).

10.7.3 + supplemental update
I also had problem with "time machine".
Time machine started but I couldn't do nothing and I needed some time to close application.
My problem was ESET Cybersecurity.
After I disabled ESET Time machine started to respond and I could do restore.
Yes, anti-virus apps often interfere with Time Machine.
Most folks really don't need any such apps, but if you really want one, the free ClamXav is as good as any, and the least obtrusive. For the gory details, see Thomas Reed's Mac Virus Guide
The supplemental update has fixed my very slow backup problems in Time Machine. Thank you Apple. Please don't cause us such problems in the future - we will lose faith in you!
