Is there a way to reset or ultimately delete all saved data from the iCloud and start over with an unused 5GB of storage? I fear that the data backed within my iCloud storage has been duplicated since I was previously running the beta during testing and have exhausted my iCloud storage unintentionally. Is this something that the Genius representatives can accomplish?

You can't reset your storage, you can delete the data though at settings > iCloud > storage & backup > manage storage. The difference being that if there is any corrupt data in your storage that doesn't show up as a document or data, it can't be deleted.
When I go into my Manage storage I see just mail, backup and document.
The document shows (unknown) figure.
it is a problem getting worse each day, I dont see other app that uses my iCloud.
What can i do?
Tap the name of your backup. This will open a window showing the data your apps are storing in your backup (tap Show All Apps to see them all), and allow you to turn off the ones you no longer want to back up.
The backup is not the issue, iCloud has gone completly mad on me. two weeks ago I documents where stoping to sync and now I get this. Just two days ago this window where showing much more apps using iCloud. Also, When I login to icloud.com and click on the iWork section the page shows "loading" forever. I realy dont know what to do.
Two days ago they were having iCloud server issues (see http://www.apple.com/support/icloud/systemstatus/), and while the current system status doesn't indicate it, people are having problems accessing some of there data on icloud.com. (I couldn't get into my mail earlier, although I can now.) I would give it a day or two to see if it resolves itself.
I have this issue like for two weeks with the docment sync and now it's even getting worse. The only thing that may be relate to it is that I have changes the plan of the storage but the due date for the renewek is 3 days from now.

Sorry, I misread your post. Thought you said two days ago, not two weeks ago. That said, I'm not sure what to tell you about your document sync issue. If you haven't done so, you might try toggling it off and on in Settings>iCloud.

I even cant find a way to contact iCloud support by mail or have a chat with them
You can contact iCloud support here: http://www.apple.com/support/icloud/contact/, but it will cost you unless your device is still within the free support window.
I dont care if it cost me. I just cant reach them, I need to put a serial number which it dose not expect. I dont see any number to call to get support
