Bahrain is not listed as one of the countries where FT is unavailable. See Note 4 for ME countries.
Tell us the last two letters of your iPhone's model number.
Go to "Settings", then "General", then "About" and see "Model"

It's not your SIM card; it's your iPhone.
Like many people mentioned here that it's likely that your iPhone is from any of the countries where FaceTime feature is not available by law (Apple removed that feature from those phones PERMANENTLY). Since, we asked you to tell us the "Model number" of your iPhone, which unfortunately you didn't, so we are left to assume that your "Model #" ends with "AE", which makes it a phone released specifically for "Middle East" market. If, this is the case, you WILL NEVER be able to have/install this feature on your iPhone, unless the government lifts off the restriction.
If you REALLY need this feature on your iPhone, I would suggest selling off your phone and then buying another one "Factory unlocked" of the country where FaceTime is not blocked by law (to be on the safe side, avoid all ME countries).

As previously mentioned a Model number ending with AE is for the Middle Eastern market and therefore has had FaceTime removed at the express wish of the respective Middle Eastern governments. There is no way to get FaceTime on this iPhone. Again, as suggested, sell this iPhone and purchase one that was released in a non Middle Eastern market if FaceTime is that important to you.
I know it's banned. but its just software that we can install maybe after "restore"?

I'm afraid not. FaceTime cannot be installed on iPhones that were intended for the Middle Eastern market. iI cannot be installed via an iOS update or after a restore.
No. For iPhones sold in the UAE and KSA, Facetime is per government order blocked is the iPhone at the firmware level. No software restore can add it back.
