I've restarted the phone 6 or 7 times, signed out and back into the app store 5 or 6 times and app updates are stuck 'Waiting...' indefinitely.

You know that the maximum file size to download from the app store is 50mb using 3G , right ? do you have this problem while using wifi ? also some people were able to solve this problem by enabling ping from restrictions
The single app I'm down to trying to update is Netflix (11.5MB). I've cancelled other apps that have updates to try to download one at a time. Even that is failing.
Have you tried enabling ping from restrictions ?
go to settings- general - restrictions - enable ping
When I do that, it gets stuck at gray box 'Waiting...' which I can't even cancel.
Previously, the first time I try to download something after an update, I have to agree to terms 'again'. It never prompted me this time around. Is there some way to force that prompt?
Only took 3 months... but this phone is now useless. Too bad I have 21 months left on my contract.
Hangs on 'Waiting...' on a 16Mbps wifi connection as well. App Store is apparently broken.
Stuck on app updating too... keeps saying 'waiting' forever..
Backing up and Syncing to computer... did not work.
Currently in the process of restoring to factory defaults.
If I have to go through this process every time I need to update a few apps, Apple is paying for my early termination fee and I am done with Apple products.
BTW, my iPad2 (wifi only) updated 11 apps, no problems.

i had the same problem. Found a solution though. I had some podcasts waiting to download in itunes. Went to itunes and cancelled those downloads and boom, the apps started loading up.
It took a full factory reset, but I can now download and update apps.
I'm having the same issue - you're not all crazy. It seems to have been an issues since yesterday 3/15 when i tried to update 4 apps before bed. Perhaps it's related to the many many apps being updated to retina display for the ipad that people are downloading. I also bought music in iTunes on my iPhone last night and the song downloads were intermittent.
The apps I'm "waiting" on dowloading were there by morning and I just clicked on two others that are saying "waiting" just now (3/16 morning) and we'll see how long they take before they load.
I also did the rebooting and closing / deleting of those same apps too and it didn't help things along. "Waiting" seems to be the thing to do unfortunately.
I'm in the UK and no apps will download here today (18th March). Just hangs on waiting. Tried restarting, logging on/off in settings with my apple ID.
This has all been done on Wi-Fi and 3G, with no luck!
* UPDATE *
I fixed my iPhone 4S issue by simply:
1) Backing up my iPhone to iTunes (right click on phone in iTunes on left and click back-up).
2) Erasing my iPhone (Settings/General/Reset/Erase All Content and Settings)
3) Performing a restore from iTunes connected via USB.
After that things worked just fine on purchasing or updating existing apps.
