iPad 3 will not charge. Did a hard reset and tried every plug I have including the one that came with it!

I purchased my I pad mini and could not charge after one month. They replaced with a new one and this new one will not re-0charge. Frustrating......

Two different units with exactly the same issue? That's really unusual.

Your problem might be "upstream" from the iPad. Check your cable, charger, outlet, USB plug/hub.

Be also aware that iPads need high current USB ports (not all are compatible) and that the unit will always say that it's Not CHarging whenever you have it plugged in, but the screen is on (again, not enough current to power both). It will charge when the screen is off.
