Hi,
In iChat open the Connection Doctor (Video menu) and the the Capabilities option
Are all items showing Green ?
Try restarting iChat (It re-reads the computers Ability at each launch)
If that does not work try restarting the Computer.
Make sure that in iChat menu > Preference > Video Section the Bandwidth Limit is not set to 100kbps (this is too Low for 1-1 video chats)
Do a Speed test
"Real World" speeds need at least 256kbps both up and down.
Check the System Profiler is "seeing" the camera.
It will be in Hardware > USB

Tonight, I just reinstalled my whole system 10.7.3 on my MBA 2011.
iChat was working just before the re-install.
After, i had the exact same message as you.
Luckyly, i had this problem before.
I did this procedure and my problem was solve.
Hope it work for you.
Just be sure you have all your account information and password before doing it.
Quit iChat
In the Finder, hold the option key (ALT) and select the menu GO
Choose Library.
then go into the Preferences Folder
then select and delete all file names starting with
com.apple.ichat.xxxx
Empty the trash
Start iChat
reconfigure.
Probably that only one file need to be rewrite but I do not know which.
Tell me if it worked for you

If it was going to be any it would be com.apple.ichat.plist as this holds:-
1) The speed it can see on Launch
2) The camera details.
If you turn the camera Off (Video Menu) then that info is in com.apple.IMAgent.plist in Lion (or iChatAgent.plist in Snow Leopard or earlier)

Just wanted to say that I had the same problem, deleted 'com.apple.ichat.plist' and it worked.
I don't know how to find the 'this solved my question' button, but it did.
