When your ipad is syncing it will say "downloading safari safe browsing data"? What is that?
Safari is probably trying to determine whether or not that website is safe (virus and other bad program free) to visit from your device.
I "Probably" could guess that also. That is why I asked the question to apple experts. Which, I see you are one in training.
Frankly, I am not sure about this and never was but I just found this article and it sure makes sense.

But, why does it need to download brower data to your itunes account, and what is being stored/retrived from apple's side?
If i understand and interpret it correctly, it downloads this "safe browsing data" from Google and then stores it into iTunes on your computer, then when you sync again, that data transfers to the iPad so that mobile Safari can load that into its database on the iPad so that you can be warned if you are on a malicious site.
At least that's the way I interpret it. If it worked the other way around - going from the iPad into iTunes - I don't see what good it would be to store it in iTunes. But like I said, this is my interpretation.
It does go from ipad to itunes, that is why i don't see the need for the step, shouldn't safari already know what sites are malicious?
Using the downloaded data you are referring to, yes.
Still don't see the need to download data, and what "data" is being downloaded?
That is the iPad saved web page, history, reader info most likely being saved.
If you log into iTunes you can modify what you want to sync, when you do sync. I think these settings may be in the safari sync section.
A concept of "Safari Sync" does not exist.
If you log into safari on your computer then click your iPad which is listed under "Devices"' then at the top center click on "Info" and under "other" it says "sync bookmarks with" and you can pick safari from there or safari is the default.
I sync everything thru iCloud so my loop just has to be on and it syncs and I don't sync this and have not seen that message you got.
Try it and see if that works.
So are you saying that when it shows "downloading safari safe browsing data", this means bookmarks and malicious data?
I found a link on here that mentions movies.
So it's possible any movies with adult rating may not sync or hold it up (if your bringing this up because it seems to never finish this particular sync portion).
It says a lot of people updated the iTunes to the latest version and that has worked and also logging out of iTunes then back in also has helped in some cases.
I don't sync any movies or safari related stuff.
It looks like it just syncs the bookmarks so it could be either just the link or even the content from the bookmarked page ect.
