File explorer for iPad?

So, there is no way to browse files on a Mac or iPad like Windows Explorer? I have been searching for a while and downloaded six apps that looked promising but I have come to the conclusion that there is no actual Mac filetree structure but that each app creates its own virtual file tree, often including folders having the same name as other apps. like 'Local folders', but with different contents. So no real way to manage files, only through the app that claims them? True? Being a PC person this is hard to come to grips with but if somebody can confirm it cannot be done then I shall stop wasting time looking? If it is true, so I cannot navigate an app to a set of files or import a set of files from a location on the iPad withput sending them via Dropbox and back in or something, then is there a way to reassociate filetypes with an app that can handle them. For example I have a set of .jpgs loaded via Dropbox but cannot get Picture viewer or iPhoto to open them.

There is no file explorer. one reason the iPad is relatively immune to viruses.

Some apps do have 'send to' ability...the ability to export files from one to another.

One app you might want to look into, readdledocs. For example I've been able to download files and then get them ontomy computer or send them to an app.

I don't use dropbox so i'm ont familiar enough to know why it won't get the photos into a photo app.
